Can Field Axiom say who is liable?
No. Reports can organize visible conditions, client-submitted information, and practical construction-experience observations for attorney/client review, but final fault, liability, damages, and causation decisions belong to counsel or the appropriate professional.
Can the report be used by an attorney?
